Malaga is a large city on the coast; Valencia is a large city on the coast. Malaga has turned from a beach gateway into a proper city with museums, tech companies and one of the mildest winters in Europe. Rents have jumped, the airport is a major hub for the UK, and the Costa del Sol expat belt starts at its edge. Valencia is big enough for culture, a metro and a city beach, yet flat, bikeable and cheaper than Madrid or Barcelona.
