Split has the milder winter (about 11°C vs 6°C average highs in Dec–Feb). Daily life
Split is a mid-size city on the coast; Zagreb is a large city. Split is a walkable Dalmatian city with a Roman palace at its center, beaches inside the city and mountains behind it. It is the nomad favorite on Croatia's coast: about €1,950 a month for a single person in our estimate, and English works nearly everywhere. Summer crowds and housing seasonality are the trade-offs. Zagreb is a calm, safe Central European capital with trams, cafe culture, a mountain on the doorstep and the lowest cost of living of any capital in this batch after Athens. It has no coast and the winters are properly cold. We estimate about €1,900 a month for a single person.

- City beach at Bacvice and the Marjan forest park within walking distance
- Croatia ranks 2nd in EF's English index, and you can feel it in daily life
- Island ferries from the port, with the mountains above the city
- Downside: Summer rents and crowds: cruise ships and short-term lets squeeze housing
- Downside: Cooler, wetter winter than Cyprus or Malta
Living in Zagreb: the upsides and downsides
- Safe and clean, with a strong cafe and market culture
- Frequent trams and buses; the monthly pass is €47.78 on ZET's price page
- Medvednica nature park and its Sljeme summit are minutes from the center
- Downside: No sea: January highs are near 5 degrees C and winters can feel gray
- Downside: Smaller international scene than Athens or Valletta
